INTRODUCTION

Western Traveller Intercultural Development (WTID) ? Tuam, County
Galway is a voluntary organisation funded by the HSE, Community
Healthcare West and other departments to address the needs of the
Traveller community.

TENDER OUTLINE

Western Traveller Intercultural Development (WTID) - Tuam is now
seeking tenders from suitably qualified individuals to synthesise a
large amount of information into a user ? friendly summary document
based on three reports.

The HSE through partnering with Traveller organisations provide
support to a range of Traveller Primary Health Care Projects for
Travellers in Community Health Care West.

One key collaborative initiative is the employment of Travellers who
work as Peer Led Community Health Workers (CHWS) across counties
Galway Mayo and Roscommon. This allows primary health care to be
developed based on the Traveller community?s own values and
perceptions.

Over the past number of years a project team has been reviewing this
program through three strands namely:

* Focus on the views of the Community Health Workers,
* Focus on the experiences and perceptions of Irish Travellers of
the programme,
* A Study of Service Providers in relation to the role of the Peer
Led Primary Health Care Programme

This has generated a significant amount of useful information in
report form. However in its current format the key messages are not
presented in a way that facilitates policymakers in determining the
future direction of Traveller health policy.

PURPOSE OF THE JOB

The purpose of the post of Research Assistant (6 WEEKS) is to
synthesise a large amount of information into a user-friendly summary
document based on three reports outlined earlier.

The areas of responsibility are:

* to synthesise and summarise reports in terms of key issues
* prepare the Summary Report
* work closely with Traveller Health Unit Co-ordinator and Principal
Research Officer, HSE Department of Public Health and representative
from WTID ? Tuam

INFORMATION TO BE SUBMITTED AS PART OF THE TENDER, SHOULD AT A MINIMUM
ADDRESS THE FOLLOWING ELEMENTS:

* Consultant(s) profile; capacity, skills, experience and knowledge
* Clear, well-defined evaluation methodology and work plan
* Resource plan for the evaluation tender with the clear pricing
structure
* Current tax clearance details

WE ARE LOOKING FOR AN INDIVIDUAL WHO CAN DEMONSTRATE

* evaluation experience
* good research and analysis skills
* excellent communication skills
* capacity to deliver a quality piece of work within a tight
timescale
* ability to draft report in plain English and in a succinct way

FEE PROPOSAL

The fee proposal submitted shall be in the form of a lump sum in Euro
INCLUSIVE OF VAT AND ALL EXPENSES. A breakdown of total cost should be
provided. The budget for this contract is E4, **APPLY ON THE

TERMS OF APPOINTMENT

The contract period shall be for a MAXIMUM DURATION OF SIX WEEKS and
the FINAL SUMMARY REPORT to be has been presented to WTID no LATER
THAN 6TH APRIL **APPLY ON THE WEBSITE**. Where a group consortium
submits a proposal, a lead consultant must be nominated who shall be
fully responsible for providing the services required by this brief.
On appointment the successful Tenderer shall prepare and agree an
Evaluation Framework Plan with WTID. The Plan shall detail all staff
to be engaged on the project and shall indicate all tasks to be
undertaken against time.

TAX COMPLIANCE

It is a condition for the award of this contract that the successful
contractor and all proposed sub consultants must be able to produce
valid tax compliance details.

OWNERSHIP OF DOCUMENTS AND COPYRIGHT

All documents produced by the consultant in connection with this
appointment and submitted to WTID and will be considered the property
of WTID and may be used by WTID at any time, including for other
projects, without prior approval of the consultant.

EVALUATION CRITERIA

Tenders will be evaluated on the information provided at the time of
tender. The successful applicant will be notified the week of **APPLY

Unsuccessful tenderers will be notified when the appointment of the
